PEC Strategizes On How to Fast Track Implementation of Performance Tool

The Performance Enhancement Committee (PEC) completed a two-day retreat where the Committee's draft report was discussed and it was agreed that the report be fast tracked and implemented.
The Permanent secretary/Secretary to the Judiciary, Dr Pius Bigirimana presented about performance management and encouraged the Committee members to have SMART (Specific, Measurable, Achievable, Reliable and Time bound) targets in order for the tool to work out in line with the National Development Plan three(NDPIII).
"Performance of an individual must be clear and targets set accordingly, minding about timely quantitative output," he said.
Adding that in order to meet obligations at an individual level, organizational targets must be set first and at each level, there must be output.
Dr Bigirimana outlined the purpose of performance management which are but not limited to ensuring accountability to the public from where Judicial power is derived, facilitate professional development and decision making as well as demonstrating transparency to win public trust.
He pledged to offer the necessary help for all the process and encouraged them to wind up the work in the shortest time possible. "We need to start now and implementation begins with immediate effect and for any necessary changes, they will be made during the course of its implementation," he said.
Way Forward
Presentations on the draft road map and budget estimates for the tool were made and the members agreed to make amendments where necessary.
A subcommittee was constituted to compare the Ugandan tool with the Ghanaian tool and pick the best practices from the same.
The same subcommittee will meet on 22rd March to share how far they will have gone.
The Chief Registrar was tasked to brief Top Management on operationalization of the PEC since its mandate is ending on 31st March, 2023.
